We report on a study of pbar + p --> pbar + X +Y at s**(1/2) =
1800 GeV, where Y is a proton or system of mass-squared M2_Y < ~ 8 GeV2. In
a sample of events with a leading pbar of fractional momentum loss 0.035 <
xi_pbar < 0.095 and 4-momentum transfer squared |t_pbar| < 1.0 GeV2, the
proton fractional momentum loss xiX_p to the system X was evaluated from
the momenta of the particles comprising X. In the region xiX_p < 0.02, the
xiX_p distribution behaves as ~ 1/(xiX_p)1.1, as expected for double
Pomeron exchange. The fraction of events with xiX_p < 0.02 is found to be
0.194 +/- 0.001 (stat) +/- 0.012 (syst).
